Background

About 40 kilometers (25 miles) south of Beijing, Langfang is a preferred location for many Chinese and foreign enterprises. With a population of more than 4 million in an area of almost 6,500 square kilometers (2,477.73 square miles), Langfang has both urban and suburban areas, and its population is growing rapidly.

Challenges

Along with rapid economic development, Langfang has seen a spike in the traffic on its streets. Because traffic control infrastructure has not kept pace with the city’s development, residents must deal with frequent traffic congestion and accidents. Langfang needed to handle traffic better and also needed to update the city’s antiquated system for dispatching police officers and patrol cars.

Solution

As the general integrator, Huawei provided Langfang with an Intelligent Transportation System (ITS) solution. This solution includes both centralized systems and field equipment for monitoring traffic, controlling traffic lights, and Global Positioning System (GPS) location of police officers and patrol cars. System Integration Platform

Using a comprehensive Geographic Information System (GIS) and electronic maps as the main operating platform, Huawei’s solution integrates systems such as traffic signal control, video surveillance, traffic flow information, GPS positioning, vehicle interception, and police dispatch. The platform shares information with several city departments to provide them with value-added services. The following figure provides an overview of the solution.

Vehicle detectors are installed on roadways, enabling the traffic signal control system to optimize the timing of traffic lights to minimize delays. The following figure provides an overview of the traffic signal control system.

The traffic surveillance system uses High-Definition (HD) network cameras that provide a simpler, more cost-effective solution than traditional surveillance systems. If higher definition is needed in the latter systems, more cameras are deployed and more supporting facilities are needed, which greatly increases costs. Sometimes, Pan/Tilt/Zoom (PTZ) cameras have been used to track specific objects, but these cameras cannot capture panoramic information during tracking. Huawei’s panoramic HD cameras can capture overall views as well as detailed information. The following figure provides an overview of the traffic surveillance system.

Traffic monitoring systems also track traffic volume, vehicle speeds, travel time, and other information that reflects the traffic flow and congestion. The system collects information using microwave detectors and provides real-time traffic flow information. The following figure provides an overview of the traffic flow information collection system.

The traffic monitoring systems feed data to a traffic guidance system that displays information on roadside screens. The screens can also display information collected manually such as weather and road construction notices.

Benefits

Langfang’s integrated command platform provides real-time information about vehicles, overall traffic, and roadway conditions. The city can manage traffic efficiently and safely, with a reduced rate of accidents involving both drivers and pedestrians.

Data from the traffic monitoring systems enables the Langfang police and emergency management teams to track the overall condition of the city as well as specific incidents. At a central command center, a rear-projection display uses several projection units to show any images from devices in the field and combine images as needed.



The police have access to an automatic HD recording system for capturing drivers running red lights. This system uses video recognition technologies that can detect violations, produce images of them, and provide information on the vehicles by reading license plates. The following figure provides an overview of the electronic police system.
